Why does failing Espionage still create a secret if we aren't caught? Logically we could just destroy all evidence we even intended it. Boom, no secret because we failed, weren't caught and removed evidence we even attempted it.
Also, I don't think that SI has much evidence to cover up. It's not like we have to give our spies written orders and instructions, we are the undead for crying out loud.
It's just how the rules work. Failed missions create Secrets. Enough happened that there are people in the Freljord who realize that something happened, but they can't prove it (yet). That's the definition of a Factions Secret: something that people suspect, but cannot yet prove. I should point out that it's a fairly minor Secret, with a cap on the maximum sanctions possible.
What about some option to use your next 2-3 espionage events to cover up some smaller secrets? Would be an interesting mechanic to employ. It would get the faction in question to have to play nice for a while after doing some nasty stuff (assumming that they care to cover up their secrets instead of going onto next espionage act). It would force the faction consider the fact that they would be announcing that they aren't going to be able to do any espionage acts, or activate its counter-espionage, for a while, and making itself an potential target.
I could get behind this, using Espionage to cover up secrets of less than, say, severity 10 to start, maybe 20 if we want to be generous. But it should also still give itself some kind of chance of other factions getting caught (Remember, we would be doing this to stop people from asking questions, if they start asking questions chances are we'll find out.)

well it could go maybe up to 20, but with heavy diminishing returns on the chance of succes based on the size of the secret :) (And i would add that u cant cover up silly 5 or less secrets XD)
