This is in accordance with the reintroduction of World Systems

Here's how the process will work:

  • Each faction has three delegates. They are chosen by vote.
  • A form will be created whereby Summoners may nominate up to five others. They may also indicate whether or not they would themselves be willing to serve. (Where we are now.)
  • Staff members may serve as delegates. CupcakeTrap will not serve as a delegate.
  • Delegates who are involved in World Systems may be required to recuse themselves from certain rolls, e.g. where it’s important that the delegate not know how a roll went.
  • A poll will then be created, listing all Summoners who said that they would be willing to serve as delegates, and whom at least two other Summoners endorsed. (If a Summoner has enough nominations, but did not indicate they would be willing to serve, we’ll try to get in touch with them to see if they’ve changed their mind.) If we have more than 10 candidates, we will prioritize by number of nominations (or random selection, as necessary) to get the list down to 10.
  • Each nominated Summoner will submit a position statement, indicating their plans for the faction. Staff may also set length limits for the sake of readability.
  • A poll will be created, using the CIVS system. All Summoners in the faction will be sent a ballot.
  • A panel of three delegates will be selected using proportional representation rules. They will be organized into first, second, and third delegate roles, based on their performance in the voting.
  • The World Systems rules sometimes call for a delegate decision. This requires at least 24 hours notice. (In some cases, the notice may be to require a delegate to appear at a particular time, e.g. for a battle, to make decisions as an event progresses.)

I have one question. Will delegates be elected every time the faction is in a new arc? That is, if we elect delegate A now, and Shurima is in another arc in the future, say, arc 10, is delegate A still a delegate, or would we choose a new delegate for arc 10?

I suspect we'd choose a new one - not everyone in this arc will still be around/ active / on shurima / willing to delegate in any other arc.

I'd recommend looking for Shuriman summoners who are currently members of the forum.
You can check the members page, scroll to the bottom, and filter the group to be one of the three labelled Shurima.

You can also sort by post count, join date, or last activity date. It's this way you can try and find the most active members of the community, and decide which ones are most qualified to make decisions for you when needed.

Knowing how to use the forum isn't the most important feature of a delegate.

Ideally, they'd be available at all times of day to make decisions, a cunning diplomat, and both knowledgeable and active in the current story of the arc. I can't claim to be any of those things.

I think we should be careful about who we choose here. If this person will be giving advice when Shurima isn't in the current Arc, we want it to be someone who will accurately represent Shurima's interests, and doesn't have a reason to bend Shurima's desires to fit another faction's wishes.

I would suggest that everybody read through some threads in the Shurima subforum, and maybe read through the diplomacy threads as well. Many ideas were presented in those places, and using those ideas to decide who to nominate for delegate is a good idea, imo.

I'm under the impression that delegates will likely only hold their position for a single arc, but even then it may be possible for them to be consulted afterwards if the faction isn't participating in an arc.

Delegates only remain delegates within the arc. Delegate elections will occur at the start of each arc.

The "former delegates give advice" thing is mostly just for reference material when deciding what an inactive faction would do. It won't necessarily be decisive.

Side note, everyone has nominated me besides one person. You know who you are.

...I think I forgot to nominate Geo. Thats a bit embarrassing. But as long as someone else does, it wont matter, yes? Nominations are less about voting and more about getting names into the hat? So since we all know Nagga's on the list for sure that opens us up to add one more nomination, right?

I might change it to be 3-4+ instead of 2 but it really doesn't matter here.

I believe 10 people will get nominated, and then we will actually have an election between those ten people. As geo was one of the people active in diplomacy threads, I would be willing to bet that he gets nominated, so you can vote for him later.

I was just looking at the list of Shuriman summoners when I realized that out of the top ten people with the most posts, I was the only one to join in 2015. This is sad. I need a life, don't I?
