Full Stop.

This is in accordance with the reintroduction of World Systems The time has come. Feel free to argue your case in this thread. This is indeed everyone who both got enough nominations and were willing to do so. We actually managed to almost hit the cap. |

I personally would like to see any candidate who's willing answer these 8 questions. The questions are a mix of generalities and specific issues that have come up this arc in our discussions. I will admit that the questions have a decidedly personal tinge to them, as the questions are mostly about what I want to learn. 1. What is the number one thing that Shurima should focus on, going forwards? 2. Briefly state what diplomatic position we should take with each other faction. 3. What should be done about Dar'Khos demanding democracy? 4. What is your position on the annexation of former Shuriman land such as Urtistan? 5. What is your position on the attempted negotiation over Shuriman artifacts? 6. What is your position on pyrikhos? Should Shurima study it? Should we at all use it? Should we attempt to stop the use of it? 7. What is your position on research agreements or agreements about artifacts with Piltover? 8. What makes you qualified to be a delegate? |

1. In the long term, stability. More immediately we should remove the interlopers, this desert is our desert and all that, but when the war is over stability will make our people feel safe and give them the confidence to continue living their lives. If we go straight from war into a time of unsupported radical political reform, we're more likely to face a revolution than to form a powerful empire. Only after we have established the idea that we are a stable nation should we concern ourselves with significant reform. 2. We should not blame any Faction for their actions against Shurima when Shurima wasn't even a nation, nor should we take further action against the ones who fought to maintain "their" land. The current war will end with Shuriman victory. After the war, we should bear no grudges against any Faction, even the ones we just fought. At that point, we will start with a blank slate to determine which alliances would be most beneficial, and discover which factions will refuse us the respect we deserve and become our enemies. In the pursuit of stability I will not recommend further war in the short-term, but I will never advise Shurima to bow its head just to satisfy the arrogance of powerful potential allies. 3. Allow it. We do not need totalitarian control over every aspect of law within our lands. Azir will of course have the authority to make decisions which may be applied throughout our Empire, but I see no reason not to deny existing traditions as far as they do not conflict. So long as they maintain the Empire's laws, I care not if they enforce their own as well. 4. I believe this can be done through peaceful means. Any land currently self-governing should WANT to join our Empire if we show them our bountiful growth and our ability to represent their desires to the Institute of War. Land owned by other Factions may be more difficult to obtain, but we should negotiate if possible. We can also act differently per individual case; for example, Urtistan has significant strategic value, at minimum providing coastal access to build a port, but this would require the authority of a full annexation. In contrast, Mt. Rakkor has very proud residents and strong traditions, and we don't have any pressing need to exercise full authority over their land; we could get full benefits in a practical sense through a simple military alliance, or by allowing them to continue their full independence and simply have the Empire represent them in the League, have them "under our banner" as far as international politics are concerned but not attempt to upheave their lives. 5. Similar to my opinion regarding foreign control of Shuriman land, I do not think we should consider ourselves entitled to previously excavated artifacts. Other nations will not simply return them just because we ask, and the League won't force them to do so either. Reclaiming our artifacts is a priority to us for many reasons, but it must be done through negotiations. We must accept that regaining those artifacts will require sacrifices elsewhere, and we will need to decide how much we are willing to give in order to get them back. And if the artifact is too important, but the current possessor's demands are simply unreasonable... I will do my very best to explain why our actions shouldn't count as "war" when the Council comes to us with every reason to believe otherwise. 6. Pyrikhos falls under the category of "traditions which developed in the Empire's absence", which I think should be left alone until we have reason to stop them. If pyrikhos has a negative effect in the future then we can ban it confidently, with evidence to point to if any citizens are upset by it. Or we have other options, maybe we decide that its effects are tolerable with low use, and we can regulate it rather than fully banning it, or even restrict it to purely academic study. Maybe it will actually turn out being universally beneficial to the point where we would attempt to encourage its use across the whole Empire (unlikely, but maybe that's an appropriate response to something other than Pyrikhos). 7. Our negotiations have broken down a lot, but I believe the basis of the proposal remains in Shurima's best interests. I think the best way to handle the situation is to strip out all the assumptions that have bled in throughout previous discussions, start with the very basic fact "agreement where Piltover and Shurima cooperate to study artifacts from the ancient Shuriman Empire" and begin negotiating on individual points of contention so that we can learn whether it is possible for both sides to be satisfied with the deal, and how much benefit we can hope to get out of it. 8. That's not for me to decide, is it? The Summoners of Shurima have full access to my posts; I have nothing to demonstrate competency beyond the actions which are already plainly visible. The only question is whether those actions are sufficient qualifications, and that question is for you all to decide for yourselves. |

1. What is the number one thing that Shurima should focus on, going forwards? Establishing itself as a power to be respected, whether that be through military, economic, or political power. That will prevent any other factions from mistaking us for a minor power and attempting to take advantage of us. Once we have secured our power and our borders, we can focus on our next objective. 2. Briefly state what diplomatic position we should take with each other faction. After the war, we should simply establish non-aggression pacts with one another. From that point, we can work with different treaties, attempting to benefit both nations. However, we should not ally ourselves to any one nation in particular at the moment. The treaties will be things like research or trade agreements. 3. What should be done about Dar'Khos demanding democracy? I believe we should allow Dar'Khos as much political freedom as possible. Treat it as a separate entity within Shurima. However, it will still be part of Shurima and any edicts Azir mandates will be followed by Dar'Khos, though perhaps they can argue for exceptions to certain rulings. 4. What is your position on the annexation of former Shuriman land such as Urtistan? Once we have secured our current position, we should attempt to reclaim our former lands. The benefits would be immeasurable and reclamation would be a worthy goal. 5. What is your position on the attempted negotiation over Shuriman artifacts? Those artifacts are Shurima's, even if the nation hadn't been formed yet. I would seek to petition the League in an attempt to recover the items that, after all, are part of Shurima's ancestral heritage. We will not allow looters and tomb raiders to seize items that were hidden. 6. What is your position on pyrikhos? Should Shurima study it? Should we at all use it? Should we attempt to stop the use of it? The issue surrounding pyrikhos is difficult to deal with. I believe we should study it but not use it. It has been tainted and we will not stoop to the level fo some nations by allowing ourselves to seek power at costs to ourselves. However, I do not believe we should attempt to stop it from being used. That kind of political strength could be better used in other areas. 7. What is your position on research agreements or agreements about artifacts with Piltover? Given that I was one of the head summoners during those talks, I would, of course, strongly support such agreements. I see a lot of benefits from working with another leader in magical research. 8. What makes you qualified to be a delegate? I believe strongly in Shurima's right to return to its past splendor and am more than willing to work as hard as can keep to achieve that goal. |

Re-establishing itself. Shurima itself needs to continue to gain influence in the League and regain territory, since this may well be its only opportunity to do so. To some extent, Stability will only be achieved once Shurima has participated in future arcs. Our focus now should be securing a solid position from which to ensure our continuing relevance.
Our initial position should be balanced - we can't appear too eager to sell ourselves out to the highest bidder, it's asking to get stabbed in the back. On the other hand, acting like a stoic, pompous, stuffy pigeon isn't likely to gain us any friends either. We need to keep an open mind initially, but hold some healthy skepticism.
Demanding things from an Emperor doesn't have much legal sway. However, the traditions of Dar'khos date back to the fall of Shurima - as such, their legal precedent is sound. Emperor Azir has final say on all Shuriman policies, but it would be very wise for him to take Dar'khosian politics under advisement. ((Dar'khos should be a democratic zone, semi-independent under Shuriman rule.))
Shurima needs to establish itself quickly, and under these circumstances annexation is a likely possibility - so long as it is annexation and not violent military conquest, I support it. When it starts toeing the line into violent military conquest, we need to be careful, since we're not Noxus here.
Returning artifacts to Shurima is important - these are pieces of our history and culture. Negotiation is probably the most effective way to go about recovery.
We don't have the jurisdiction to prevent ALL use of pyrikhos within Shurima - Piltover will be using it in their railway and that matter is closed to negotiation. We should absolutely study it in a research capacity, as it is an unusual magical effect that stems from our ancient enchantments and magic. It also may assist us in better understanding - and countering - the Void. However, use in non-research settings is likely to be inadvisable - we don't know how it will affect Shuriman enchantments and our arcanosphere.
Geomancer has taken enormous time and effort working out agreements with the Pilts. As long as these agreements are fair and agreed upon, I feel they should be respected - they also present a good opportunity for us to begin diplomacy in a controlled and reasonable manner.
I spend a lot of time on the forums. Other than that, I'm winging this - I checked off that I was willing on a whim. I didn't expect a nomination, and I don't expect to win - but if I do, I plan on representing traditional but flexible Shuriman policy, and on discussing as many options as possible on the boards before voting. |

1. What is the number one thing that Shurima should focus on, going forwards? Establishing itself as one of the true powers of Valoran. People need to learn to respect Shurima. 2. Briefly state what diplomatic position we should take with each other faction. Nothing needs to be done at the moment, we should take a wait-and-see approach and make alliances whenever it would be beneficial. 3. What should be done about Dar'Khos demanding democracy? The great and mighty Shurima is only too happy to allow its states a modicum of autonomy. 4. What is your position on the annexation of former Shuriman land such as Urtistan? The interlopers must recognize that that which belongs to Shurima must be returned. 5. What is your position on the attempted negotiation over Shuriman artifacts? See above 6. What is your position on pyrikhos? Should Shurima study it? Should we at all use it? Should we attempt to stop the use of it? We must explore every avenue of opportunity we are presented with. 7. What is your position on research agreements or agreements about artifacts with Piltover? The lesser beings may be allowed to research said artifacts in designated areas in our land (after sufficient groveling) 8. What makes you qualified to be a delegate? Experience, both with factions and debating, and an abundance of manly combustion. |

Well, I think the reason the delegate thing didn't pan was because WS got super delayed. Like, if what I've heard is right, it didn't even get out on the final emergency deadline. |

Yes, a lot of work was put into it, but we started a bit too late on it. As for the election, I think it's nicer without the result being announced. Can just celebrate having the opportunity to be a nominee, right? |
