Lionel was cold. The Chamber where the Institute conducted the signing of a Summoner was usually quite warm, but with the concentration of Freljord Summoners and allies (most of whom were well versed in Ice Magic) the room had chilled noticeably. This wouldn't have been a problem if Lionel had been wearing his armor, which helped keep him warm with an infusion of light magic and the prayers that Demacian priests had blessed it with. But no, he'd tried to make a good impression by wearing his court clothes. Turns out silk and velvet were not nearly as good at keeping out cold as fur and steel. Lionel turned his attention to the wizened Summoner who was preparing to ask for Lionel's oath. "Do you, Lionel Silverbrace swear to uphold the Tenets of the Institute of War? To report any misconduct, tamperings, or other activities that would interfere with the processes of the Institute of War?"" To be fair, a bona fide non-shady buisness venture is fairly few and far between. Then again, probably something I shouldn't confess to. "I do" "Do you swear to uphold Honor, Dignity, and Respect for your opponents, no matter what the outcome as stated in the Summoner's Code?" Bar a few non-committal observations and sarcastic remarks. "I do." "And do you promise to uphold the Virtues of your chosen Faction of the Freljord, and to represent them in the most dignified manner possible?" I can manage dignified, but Demacia's interests will always come first. "I do." "Then by the power invested in me, I affirm your Allegiance to the Freljord for the remainder of this dispute." Lionel watched as the runes flared and icy blue. He then acknowlaged the applause and cheers of the assembled crowd of both the Demacians and Freljordians with a bow. As he exited the room he grimaced, he had a ship waiting in port to bear him to Bilgewater. The idea of being dragged under by one of their fabled sea-monsters didn't appeal to him, but apparently Bilgewater was where the action was at that moment. |

HA! Even a Demacian can't take the vows without a grain of salt. Man, no wonder the institute has no teeth and has to bluff being formidable - even the Summoners don't take it seriously. tsk tsk. |

Nice! We don't have many Demacian Summoners, which I think is a shame as they are an interesting faction to explore on the individual level. I like how your Summoner has a little bit of snark, but it feels like ultimately be would serve Demacia in any way he was able. Good job!

To be fair, even Noxus verses Ionia-the match which this entire mini-fandom was based on-had trash talking in it and was rigged from the get-go, so we shouldn't be taking the Institute seriously because we all know they've had these moments of Bias (like now with their 'wait and see' approach to Zed while simultaneously gutting Azir) Edited by Kaynunot, May 26 2016, 11:56 AM.

Cheers! Lionel is kind of a fixer, he can get you what you need, even if what you need isn't strictly legal. He is fiercely loyal to Demacia though and thanks to the new era of acceptance in Demacia, due to the fact that Jarvan IV has brought in a common-born and a half-dragon as his personal guards, Lionel is able to rise high. Even though he was adopted into a rich family due to a display of his magic and was actually born into a family of farmers. |

Isn't that more trouble than it's worth though? Demacia'd throw a drunk driver in prison for Twenty Years according to the Journal of Justice (that one time Sivir was drunk, she got 90 days because of her being a Champion) imagine how they'd treat an Illicit Drug Dealer... |

Pretty sure a Summoner would also get a reduced sentence. I can't speak for Lionel, but if he's looked down on for his upbringing (and perhaps if Demacia disapproves of those that leave for the Institute instead of serving faithfully at home), he might not care if serving a few months in jail makes people disapprove of him. |

Not so much of a drug-dealer, more of a "Hey, you want a Icathian curse sword? You do? Cool, but it'll cost you." Yeah, Demacia is really fierce in regards to law-breakers. Luckily the Silverbraces protect him as long as there aren't any outrageous acts (like selling weapons to Noxus). |

So by your own admission, he's an Arms Trafficker. Keep in mind that Demacia is Heavy Anti-Void which extends to Icathian stuff. I admit I want to know of these Silverbraces that you think will protect your Summoner. To be fair, the Institute would probably step in (though they'd probably have their own punishment for breaking State Laws.) but just remember whatever he's doing for Illicit Trades, it might come to bite him in the ass. |

Not solely arms, but many magical artifacts. Also not all of his dealings are illegal, some are simple things like buying grain and transporting it. But yeah, I was thinking of doing something with one of Lionel's deals going wrong and the Institute/Demacia punishing him. But he's more like this guy, instead of an out and out criminal. https://en.wikipedia.org/wiki/Thomas_Cromwell https://www.youtube.com/watch?v=nIZASVOcKoo |
